Each of the design proposals focuses on replacing the existing 2,180 square foot fishing pier for ADA compliance, replacing timber pilings, and upgrading the pier surface. The replacement pier shall continue to be required to accommodate both fishing and swimming activities, and designs will reflect separate areas for both activities to occur concurrently and safely.
Additionally, the boat ramp replacement portion of the project will consist of removal and disposal of the existing submerged concrete ties, correcting subgrade below the ordinary high-water level (OHWL), and installing new precast concrete panels (or similar) below OHWL.

Current design is fine if current dock and ramp need repair then do that. Just spending tax dollars!
The drownings that have occurred in the past few years has placed an emphasis on increasing safety. These designs are intended to 'wall off' swimmers from the drop off and to better separate swimmers from anglers.
...though to your point... a buoy line could be strung from the existing pier to the fence line, which could accomplish nearly the same intended results!
